A life settlement is a legal transaction whereby the owner of a life insurance policy sells his or her life insurance policy in return for an amount that exceeds the cash surrender value. In contrast, a STOLI (Stranger Originated Life Insurance ) is an illegal transaction where a third party, convinces a person to take out a life insurance policy with an agreement that the third party will assume ownership of the policy in return for some sort of compensation. The prominent operators in the life settlement industry adamantly oppose STOLI and have sought laws and regulations to stomp out STOLI activities.

One of the principal architects of the Reagan economic plan in 1980-81 and an advisor to the White House on tax issues, Dr. Rutledge is the Chairman of Rutledge Capital, a private equity investment firm that has invested more than $150 million in middle market manufacturing, distribution, and service companies. He is also a member of the Advisory Boards of First Q Capital, a hedge fund; B.V. Group, a venture capital, hedge fund, and real estate firm; and Saugatuck Capital, a private equity firm. He is also an affiliate of Kudlow and Company and recently accepted the appointment of President at the Mundell International University of Business School in Beijing, China.
Dr. Rutledge has an active lecture practice, giving talks on global economics, financial markets, investment strategies, the impact of technology on the economy, and strategies for owning and growing the value of a business. After tours of duty in both academics and government policy, he has stared, run, chaired, owned, and harvested dozens of companies and has managed real money in both mutual funds and private equity.
